USPS Priority Mail expicitly said 2-3 days mail delivery but mine arrived more than a week. USPS liable?

The post office does not guarantee a delivery date for Priority Mail, only for Express Mail. Case in point, a friend in Indianapolis, Indiana mailed a large parcel first thing in the morning on the 6th of February, and when I got home (Washington State, across Puget Sound west of Seattle) this afternoon, I found the slip which said they tried to deliver the parcel, but it has to be signed for, which means I can pick it up at the main post office tomorrow. According to my calendar, that is a full MONTH for what should have taken 3-5 days. But then, look at what happened with the snow storms in the midwest which seemed to run in on the midwest one after another for weeks. I can see why the parcel took this long. I had almost gotten to the point of accusing my friend of not sending it!I have a feeling a LOT of mail was delayed while traveling cross country over the past month.

Yes! Anyone can sue for any reason. However, it doesn't mean you will win your lawsuit. In this case, in all probability, the judge would either dismiss the case or summarily adjudicate in favor of the USPS since only Express Mail is guaranteed.

I sent a certified mail envelope to Springfield IL on 3/9/2015 with expected delivery on Wednesday 3/11/2015, today is Saturday 3/21/2015 and still not delivered and the status on the tracking website page does not update, it still displays expected delivery March, 11, 2015, anyone with similar problem?

It does say up to 6 days or something like that. Express Mail with USPS is the only one that is "guaranteed" and if it does not arrive on the date specified you can request a refund.

Nope. I asked before. Priority Mail is only LIKELY to get there in three days. It is not guaranteed. My mom sent my boys' Christmas cards, and they took 2 weeks to go one state away!

It's the post office. If you could sue the post office every time a parcel was late, do you think there would still be a post office? (No, you can't sue the US Postal Service for that.)

Try it and you will never get your mail again. The USPS is just like the IRS once they are pissed at you its all over.
