If you have teenage boys, it's NEVER installed... it's on the sink, the edge of the tub, the floor, wherever... if it's the wife or hubby doin' the install, over the top is the way.

Correct way - by what standard? I have seen the over the top nice, neat triangles in hotels too. But - I was taught to set them in to roll from the bottom and I was told that a whole lot less paper gets used that way so it is much more economical and efficient. Personally I don't think it matters, so I usually go with roll from under, hoping that it truly does make the roll last longer.

Some people say it's a matter of preference, but the appropriate installation is to roll over the top- this is why you see in upscale hotels and spas the toilet paper folded into a triangle. If you installed it to roll from the bottom, a folded triangle would not hold its shape.

Roll out the top, I learned that at summer camp, and if you want EXTRA points fold the corners into a triangle at the top. But do whatever makes you happy! :)
