Applying as an international student?

Question

My aunt is 25 years old and has completed a Masters in Computer Applications in India - if she wants to further her education in California - where should she apply?
Community College and take refresher courses?
or a state college?

Community College is generally the first 2 years of an undergraduate course. If your aunt has completed a Masters degree, I doubt that going to community college would be a good option. Does she speak English well? Can she afford the tuition? Why not apply to one of the state universities in a Masters or PhD course?
