Some councilmen are elected from specific districts of the city, and some are elected by the whole city. These last are 'at large'. The represent all the citizens.

In most organizations, the "at large" designation is created for persons who do not directly represent a segment of the membership. It is usually created due to past events showing a need for additional help for the workload done by that level of the organizations structure. This is just a general description, your particular situation may have addition ramifications/duties/needs.
