Hello young lady - I'm a Massachusetts attorney. I do not handle VA matters but I know that many lawyers who handle disability law deal with VA cases too. Sometimes a local lawyer near where you live can give you help. The local bar association can give you the names of lawyers who handle disability law. It is my understanding that disability law lawyers do not charge money. They receive a percentage if they are able to obtain benefits for their clients. That's federal social security disability benefits I'm talking about. That type of lawyer may also handle VA benefits issues. If no lawyer can help you then call your local VFW rep or American Legion rep. They can help you too. Good luck to you and your dad!!
