To be a council member " at large" means that you do not represent any specific area of your town or city, but rather represent the city as a whole. Usually, the council will use these "at large" councillors for fact finding and public polling for the views of the people without the risk of one councillor encroaching on another councillor's riding area.

I think it means "available to listen, consult, ask, answer, or do whatever". Or it could be like out checking or inspecting or gathering info or opinions about something. Cops say criminals are "at large" which means on the loose, hiding, evading, etc. but that's not what councilmen.......I was going to say 'do' but that might be expecting too much from some councilmen.
I have never been "at large". You will get some better answers from others, at least I hope you do. Have fun!

At Large -- means you are elected to the council representing no particular district.

'at large' simply means you are present, you are around, and therefore you need to be considered
