What year and month did draft law change where married men could be drafted?

In December of 1969, the first lottery was held. Prior to that, men could get a deferment for being married, having children, going to college, being a teacher, etc. After the lottery, there were no deferments. Birthdays were pulled out of a hat, so to speak, the men with the first birthday pulled were number one, and the first to be called, etc.
