Sounds like your webcam's install may have scrambled your sound card's drivers.
A VERY common occurance BTW...
Try this....
Go to Control Panel
Click on System
Click on Hardware
Click on Device Manager
Click on the + by Sound,video,game Contollers
*IF* you see any Yellow & Black ! point or Red X REMOVEE them
Shutdown your computer, NOT RESTART
Wait at least minutes then restart computer
Windows SHOULD find and REinstall the drivers
Note: Even IF you don't see the above mentioned ! or X, just remove the sound card drivers anyway, then do the Shutdown procedure
