For most people, writer's block is simply a temporary inability to focus.
It isn't that ideas aren't there; it is just that the writer is not in the mode.
Noting succeeds like doing. To counter writer's block, write.
There are all kinds of little gamelike ways to get the process rolling.
Writing something from a picture.
Doing a timed writing on anything.
Writing down a series of 5 random words and putting them in a sentence. 5 more random words and another sentence.
1 paragraph on why you can't write
List random titles of books you might have read, like dueling movies: Alice in Wonderland meets Judging Amy (What would that be about?)
Read a paragraph of something you don't like; then rewrite it to your taste.
There are virtually unlimited ways to get the pump primed.
If you're a professional writer, you don't have the luxury of writer's block. Just write the same time every day, and train yourself to write. Make sure your writing place is ergonomic, and there are minimal distractions.
Keep a notebook of ideas--when you have ideas, write them down; then when you feel bone dry, you have something to work with.
Keep a diary of why you feel you cannot write.
Prioritize your writing goals. This gives you a plan.
Try outlining a plan for your story (work). It gives you something to digress from. (Remember, revising is easier than coming up with something cold.)
Also, when you are writing something long--like a book--always write the first line of the next day's work. That gives you something to start off with. Even if you change it tomorrow. It's always easier to revise than it is to start cold.

for me, writers block is caused by sitting down at my computer with the idea that I'm going to write a story - it is then that I will not be able to think of a story. When I'm doing other things, I have ideas flowing like Niagara Falls.
