Why would you want to prune a pine tree? The only place you would prune a pine tree is the top. This will make for a bushier pine tree. When you do you must paint on a pruning tar, to prevent harmful bugs from entering the fresh cut and killing your pine trees. I would say the winter would be the best time before springtime growth.
