Twilight and New Moon by Meyer are marvelous!
Anything by Jane Austin is also marvelous; Pride and Prejudice, Sense and Sensibility, Persuasion, Northanger Abbey, Mansfield Park, etc.
Wuthering Heights by Bronte is a great novel to!
Memoirs of a Geisha by Golden is fantastic, though it does have some sexual content in it, seeing as how it has geisha in it, but it's still a great novel.
The Princess Bride by Goldman is a marvelous novel as well.

"Twilight" and "New Moon" by Stephenie Meyer -- no sex, definitely some kissing and the added twist of vampires. It's more like a romance that happens to have vampires than a vampire story that has romance.

Jane Austen books are romantic, but sometimes teens find it hard to get into the language and pace of the stories because they are from the early 1800s and read differently than novels written today.

L. M. Montgomery wrote collections of short stories called "At the Altar" and "The Doctor's Sweetheart." I think her most romantic book (also about self-discovery) is "The Blue Castle"

Well, Judy Blume is the quintessential teen writer. As for perverted, if you consider a teenage girl's first time...not really graphic but descriptive enough for you to understand.....I think her books would not rate that way. "Forever" is a classic. I read it at 13 years of age and still like it. Blume has written alot of children's stuff but ventured into adolescent and adult literature.Let's see...."Summer of MY German Soldier"....very clean. You may look into Alice Hoffman. I know she writes many adult fiction (excellently) but think she may have some teen stuff as well. Hope this helps alittle.

You cannot beat Wuthering Heights as a romance/love story for teens to read.

pride and prejudice/jane eyre are really good i read them in high school and i like them
