They move-over "rest" than sleep... fish sleep is different than our sleep, and their lack of eyelids doesn't help. I read that their brainwave patterns during rest are different than, say, a mammals during sleep. But some fish, like sharks, have to constantly move, pushing water and oxygen through their gills even while resting to stay alive.

fish do sleep,whether slowing down or coming to a complete stop,but when they sleep the slightest ripple of water will distrub them

My goldfish "rest" at the bottom of the tank so I suppose it's their way of sleeping.

No cos if they sleep they will drown. They need to move to pass water over their gills. They take water in through their mouths and filterate it out through their gills.
