Your options are not very good.
Depending upon their sexual deviance, the most likely answer is that they need constant, or near-constant, supervision. This is doubly true for being bi-polar since either state could be a trigger for their sexual impulses, although it would stand to reason that one is more-so than the other.
Not only that, but many communties refuse to grant housing to sexual predators in their neighborhood (oftentimes with good reason.) The ones that do, or the places that do, often do not have suffecient resources on-hand to deal with sexual deviance, which makes the person more prone to repeat offend, which plants them back within the corectional system.
So, the only solution is enforced constant (or near-constant) home-monitoring, which often isn't a solution because there are few willing to perform such a task. It's a catch-22, which is why most end up back in correctional facilities.
Not alot of options out there that don't lead to jail.
