1 Gallon hot water
1 tablespoon fabric softener
1 tablespoon salt
1 sheet aluminum foil
Run 1 gallon of hot water into sink.
Dissolve 1 tbsp of fabric softener and 1 tbsp salt in the water.
Place aluminum foil on the bottom of the sink.
Place tarnished silver on the foil.
Make sure silver is completely immersed.
Silver will come clean in 10 seconds.

Use a good polish (I prefer the thick liquid type instead of the solid foam type), and a soft cotton cloth. If there lots of little grooves in the pattern, an old toothbrush will help get in there. Rub well and wash the pieces very, very thoroughly to remove all residue of the polishing liquid. Dry with a soft, clean cloth and on your sunglasses to counteract the brilliance from the shine!
And, as Rowan above mentioned, toothpaste will work, too. I find it is best to add a drop or two of water to help it along.

I boil a pot of water on the stove (about a gallon)
put the plug in the sink
line my sink with aluminum foil
sprinkle 1 cup baking soda/bicarbonate soda on the tin foil
pour the boiling water over the soda/foil
dip all silver pieces in... rinse and wipe clean. it works great! and not 'messy' like pastes

toothpaste!!!! just me it works! just a rag and some toothpaste and rub then rinse.
