Your manager is taking advantage of putting off responsibilities on to a subordinate. Someone who is at their level of management or higher would have to be aware of her coming and going or you could get the reputation of being a tattletale. Usually managers are salaried employees, they are paid for set number of hours and if the job demands more time they are uncompensated for them. When you are no longer sup.-in-training, if you don't get your raise - approach someone in payroll they will have to go to the approving person for confirmation. That will bring in a 3rd person who knows about a promised raise that wasn't received.

I would go to your H.R. department and have a conversation with them about what is going on. If not, then someone in senior management.
