You need to head back to pallet town and talk to Gary's sister about getting the map. She lives in the house next to yours.
The quickest way is to pick up two-three repels and head through digletts cave (make sure you have a pokemon with you that knows cut.) and head all the way through and you'll find yourself in pewter city. (use the repel in digletts cave so you don't have any random encounters). Head south as far as you can then use cut on the bottom most tree. From there head directly south through pewter city and you'll find yourself soon in pallet town.

You have to go to your rivels house which is next to your house is where you get a map so you have to go all the way back to pallet town or go to celadon city and have cut and cut the small tree and go to the house and teach a flying type fly and fly to pallet town and get the map.

We really need to know which version you are playing.
Assuming you are in one of the originals/remakes, You just need to get back to Pallet Town and go to your rival's house (Just North of Oak's Lab) and talk to your rival's sister.
