What would a fair price be for new brakes and installation on a 99 chevy blazer? An approximation would suffice.

Call around for a few estimates. May be about $80 per axle, depending on drum and rotor condition.

Of course it depends on your vehicle and the parts they are using. Are you talking just pads, pads and resurface rotors, replace rotors, what?
For pads and resurface you could expect to pay between 80 and 140 for the front, at least around here.
If the price is lower than that (like the 99 dollar brake specials) I would be cautious, as they cannot make money on that. They have to upsell something. You are better off paying a higher, but fair price where the shop can make money on the service and doesn't need to sell you things you don't need, and where they also can check out the rest of your brake system.
That's what I have found. If you pay a good price for the service you will likely get good work, and just the work you needed. If you pay too low of a price they will find something you need.
