Actually it is a very old song. Some think it is based on a traditional English folk song.
The first recorded version of it was in 1928 by Texas Alexander, called The Rising Sun.
It was also known in the 1930s and 1940s as Rising Sun Blues.

Yeah, all the answers above are correct, "The House of the Rising Sun" by The Animals.
However, there's also a cover of "The Saints are Coming" out now with U2 and Green Day and Billie Joe Armstrong begins it by singing those lyrics.
