Do we need to withhold and pay FICA for maintenance people who do grounds work at our small church? Their wage is under $150.00 a month.

Don’t think so, at $150 a month they don’t make enough to report themselves.
Not an expert though. Someone else will probably know for sure.

I am not sure about that. It is an excellent question.
Why not make that independent contractors and allow them to have the burden of disclosing that to the irs....the irs can with draw the money if needed. I would doubt that you have to but please be sure and check with the IRS (probably not the best time to call right now but if you call in June, they probably wont be busy at all and can answer all of your questions.

p.s. Because you are a church, if you dont do it, I doubt that the irs would come down hard on you if at all since the church is expempt from alot of taxes etc!
