I think it's because men take longer to mature. Girls begin to mature when they are children and guys begin in their teen years.

The answer is a combination of biological and psychological reasons.
Because women have the biological responsibility of physically caring for children, that biological and social imperative forces them to become 'mature' (both socially and physically) quicker than men, since they cannot both be immature and a parent at the same time.
Because men's parental responsibilities are 'implied' rather than demanded, they have more psychological leeway to avoid the physical responsibilities of childcare. Thus, men can achieve physical maturity long before they reach emotional and psychological maturity (concerning children, and thus, an awareness of caring for others) since it is something they need to 'learn'.
As for the idea of 'maturity', one can be 'mature' with respect towards feelings for others but quite immature with respect towards feelings of oneself. True maturity means striking a balance between the two, so it is probably better said that women mature with regards to the physical and psychological caring of others before men, while men mature with regards to the physical and psychological caring of self before women.

That's sorely overgeneralizing things; people mature at their own pace regardless of gender. Both genders are by nature sexist and consider themselves more mature than the other gender. This is why ditzy airheads who watch American Idol and dot every i with a heart think they're more mature than their boyfriend, and how he, who still watches prowrestling and reads comics thinks himself more mature than her. In the end, as we grow old it's the people who feel younger who get the last laugh.
But if you want a highschool answer... it's because guys judge their maturity level by having a car, and women judge theirs by owning a guy who owns a car. Since drivers liscences are issued at 16 and boobs are issued sooner, the 14-15 year old girls with 16 year old boyfriends naturally assume they are more mature than guys in their own grade... and that women just mature faster.
(sadly, the truly mature girls are the ones driving their own cars and not busy harping on about how mature they are)

Because, and I think I can speak for the vast majority of us men, it's based on time and we, as men, never actually grow up. That's why we have big boy toys and games where other guys get hurt. It's cool to push the envelope and not be responsible. You women have assumed the grown-up part...enjoy it, we're playing.

There's the old saying .... "All men are little boys".
Suppose it must have something to do with men playing with model train sets, model slot cars, playing with their kids trucks ... and this happens through their lives.
Now girls give up dolls and doll houses probably at the age of 10 .... and don't go back to it.
