Just write it, then go back and edit it. Join a writers group for feedback. There are tons online, and your local library should be able to hook you up with an actual group in your area. When it is all polished, get a book from the library on how to publish it. That will tell you where to send it and in what format.

Because of the Internet overlay I think you have a few additional options in positioning yourself as the best person to cover this topic.
First I'd look at doing a few articles for some online magazines or forums -- start to position yourself as an Internet dating "expert."
I'd then see about getting some articles published with some "traditional" magazines about online dating. Parade, Cosmopolitan, Style, Vanity Fair, etc.
Two books I'd strongly suggest you read as you begin to look into getting published are Noah Lukeman's 'The First Five Pages' and 'Making a Literary Life' by Carolyn See. This will be a real asset for you; there are links to both authors below.
I know I harp on this here, but get an agent, get an agent, get an agent! I work with a small publishing company in the Northwest and I've been a writer and editor for over twenty years. I can count on one hand the number of agent-free writers we've dealt with over the years. I know that's somewhat of a sad statement about the business, but it's a reality too.
Their a dozen solid reasons why finding an agent will move you into the publishing arena with a much stronger chance of having your book see the light of day.

Well presumably you would need to meet a guy and for that to be a disaster in order to research your book!
Seems like to much trouble to me!

I'm sure your book will be wonderful. I do want to caution you that a publisher friend of mine said that these "internet lover" books are a dime a dozen and that they are mostly poorly written.
So make sure you have lots of peer review before you submit it!!
