Don't know but maybe she is doing something wrong because In this position the man relinquishes control to the woman who can decide on the angle and depth of penetration, and he gets to lie back and enjoy himself.
This position can also help the man control his orgasm but make sure that penetration occurs only once he's rock hard. Lowering yourself onto a semi-erect penis can cause it quite some damage.
