I believe it's telling a story in words, such as a political cartoon, also known as a political illustration.

Yes, it is a picture, generally cartoon in nature, that accompanies an editorial piece in a periodical (e.g., cartoons of Bush implying he doesn't listen with teeny tiny ears, a cartoon of a student running to the bathroom with a corn cob if the article/editorial is complaining about no toilet paper in the school bathrooms...). Many times I find them a bit crude to hit you between the eyes about the commentary because I guess it is figured that if the reader doesn't process words well, they might get the point with a picture!
