Are you mildly retarded? That would probably hurt your chances.

What types of jobs are you applying for? If you're filling out applications, I going to assume you are going for entry level jobs.
Look for a job in areas that are growing.
In America, since 9-11, one area that is growing is security.
Last summer, my son (then 18), couldn't find a full-time summer job. He was working a minimum wage part-time job at an outlet store. He took a 3-day (20-hour) security course ($75) and got a job paying $9/hour within 2 days of taking the course.
We live in Illinois and to get a job in security you have to get a PERC card. To get a PERC card you have to take a 20-hour security course. My son spent invested less than $200 ($75 course, $55 PERC application to State of Illinois, $60 fingerprinting/ background check) and three days to get a better job. He is away at college this year and working part-time security on campus (making $11/hour).

The end of the financial year isn't always the best time to be looking, but come April there will be more money in the budget for a lot of companies so hopefully that means new positions. Keep trying and I'm sure that you will make it.

maybe its your reseme. a lot of employer briefly glance over them, looking for catch phrases and/or qualification and/or experience. make sure to have someone critique it looking for any misspelled words and or things that should/should not be included. a good place to begin i think, is temp agencies, because they basically do most of the work, you do the interview their and they really try and match your intrest with that of employers.
Do you have any felonies?? if so, maybe you should not include that on your application and instead explain once called in for an interview, sometimes employers are skeptical to hire a felon.
good luck in your career search

If someone says they are not hiring, why do you bother to fill out the app?
Look online or in the classifieds for companies that ARE hiring.
