I'm not sure for security, but for farms they'll run it from 6" off the ground all the way to about chest height. For security around a car lot I normally see it atop a 6-8 foot tall chain link fence, although some use razor wire instead of barbed wire.

Barbed wire is more for keeping cattle in and not so much for keeping people out. If someone really wants to get in it's just a matter of snip, snip with some wire cutters. We've had people do that before to my family's fencing for our cattle. The hunters will cut it because they are too lazy to climb over. Needless to say, they are trespassing and destroying property.

Do you live in the UK. Security fencing should be built to a height of 6' minimum. The answer as to barbed wire is such that it must be placed at a reasonable height above that which a person might be able to reach. You will also need to place signs to inform that the property is protected by means that may cause personal injury
