Next time she asks and your not available, say, "Sorry but I have a dentist appointment that day. But could you come to the mall with me tomorrow?" The alternative should help her understand you still want to be friends.

just keep telling the truth! omw i have a friend exactly like that
you know what i do? whenever i can and want to hang out with her i call her....usually when i call she forgets the whole "i am leaving her out" thing for a while

if you think she'll think you're only calling her because you're bored, tell her something like: i have something i have to do at 5:00, but i have a little free time and i was wondering if you could do something really quick until like 4:45 or something
also, tell her your plans for the next following week (if you know them) in person, and that way it will be a lot easier

You didn't mention if plans witht her were made in advance or the night she wants to hang out.

If the latter, make sure you make plans in advance. If you've canceled plans with her (which it sounds like you've done when you said 'something's come up') then don't cancel on her again.

I'm surprised she keeps trying.

talk to her and tell her that Ur sorry that everything u said was true . If she doesn't believe u then show her by taking her to the place u have to go. Or talk a day off with all Ur busyness and spend the day with her having fun.

u should think of a time to hang out instead of her doing it and make sure u dont make any plans for that time

Be truthful with her. And when you feel good and know you can spend time with her, call her up and ask her to do something.
