Westminster of course (bearing in mind it is the City of London and not Greater London that has the city status).

The nearest city to the City of London is the City of Westminster & Chelsea. They are about three miles apart.

It is often forgotton that the City of London is quite small. What we term "London" is actually a metropolitan region, far, far larger than the City.

Historically it was and could still be Coventry. That is why we have a saying "Being sent to Coventry" because it was the nearest city where you could trade if you were banned from trading in the City of London.
