Try a little heat from a hair dryer. Use Goo Gone to remove any adhesive left on the car.

Unbolt the bumper. Place it in the back seat (you must lower the windows for it to fit. Take it to the plating facility. Have it stripped and re chromed. Just kidding!!!
I assume you have a painted bumper and using a scraper or razor blade will damage the bumper. For this job, heat is the best remover. A hair dryer may be enough, but there are heat guns made to remove this kind of glue that you can rent at Home Depot. After the sticker is off you will need some Goo Be Gone to get the rest of the adhesive off.
Never do this again!

If you have a metal bumper, a blow torch is the best way to get the sticker off, then use either a product similar to "Goo Gone" or even WD40 to remove the sticky residue.

If your bumper isn't metal, use a hairdryer to loosen the adhesion and then again, use Goo Gone or WD40 to remove residue.

Best of Luck!

Try using a "Hair Dryer" to W A R M the glue. If this leaves a residue, use denatured or rubbing alcohol to remove the glue.
When all else fails, there is a product called "GOOF-OFF". Please be sure to try a little of this on a small spot. It CAN cause hazing or dull the finish of your paint.
You can also go to a body shop and ask them to remove it for you!
