This is because of the valves opening and closing in the penis, often because they were not ready for you urinating. You'll notice it happens much more often in the morning because you have not used your valves for the past 12hours or so.

It's probably simply due to the heat in the urine being lost.

Body heat is lost through the reduction in fluids. Just a guess, there is probably a more comprehensive answer out there somewhere.

i only get a shiver if i`m in a crowded public toilet,

Not just dudes...
Voiding the bladder releases fluid that is body temperature...so your body is losing heat.
Just as you do when you get cold, the body 'shivers' to make up for the lost heat.
