Pretty much all the webcam is cheap now a day and u can practically get it from just any pc store. Even the generic one is good in quality.. no need to go for the brand name one.

I would not buy anything on e-bay,you just never know who you can trust(personal experience).
The best solution is to browse around your local pc shops and see what appeals to you.
I bought mine locally for $30.00 AU and its just great though I did have a problem with the install so I could go back to the shop and get another driver disk which you have no hope of getting from your guy on e-bay

best buy http://www.bestbuy.com sells a variety of webcams some of which are as cheap as 39.99. check it out. (the best part is if you pick it up in store you don't have to pay shipping)
