There was a 1995 made-for-TV movie about Dottie West.
"Big Dreams & Broken Hearts: The Dottie West Story"
Michele Lee portrayed Dottie West. Kenny Rogers was in the movie as well.
I don't recall if Shelly West or Lefty Frizzell sang in it though.
Shelly did record duets with David Frizzell, who is probably the Frizzell you're thinking of.
The movie appears to have been released on VHS but it doesn't look like it's out on DVD yet.
