Superman and Batman are products of the 1930's, and teh age of the traveling carnival. Carnival strongmen of the day would wear the long tights with a short pair over them. It was this look that was adopted by comic book artists when they created their superhuman characters, as carnie strong men were the closest to superhuman many had a chance to see.
From a practical artistic standpoint, it creates a color break, so in the event you have to publish a black and white strip the character has the lines in place to denote the features.
assuming they exist in a real world and from the perpective of someone wearing the costume, no wedgies(visible at least) or panty lines is an added bonus.

3. because they want to be "different" & be noticed (show offs)
4. maybe they're just extremely secure in their masculinity
