We went last November (I'm English, my boyfriend's Irish) and we stayed in TI (formerly Treasure Island) hotel. It was FAB!!! Gorgeous room, even though we just had a standard double, and it was one of the cheapest on the strip.
Get a hotel on the Strip - you will pay more but it's far more exciting!
We didn't do any gambling either when we were there, but we did loads of just wandering around taking photos, and we went into the big shopping malls of the really famous hotels Caesar's Palace, and The Venetian. I got some really funky shoes, and we had the best food! There were some pretty cool-looking shows on but sadly our budget didn't reach to it.
So my advice is just soak up the atmosphere and enjoy!

There is plenty to see on the strip, you can walk just about everywhere.
Take the Tram to Hilton to see the Star Trek Experience which includes: storyline/history of the series, Quark's Bar, motion rides and costumed characters who walk by once in awhile.
Freemont street experience is best for evening partying - on Fridays and Saturdays there are usually a band or two playing in the courtyards. At night the archway lights up with accompanying music... Pretty neat.
Don't forget our natural wonders:
Red Rocks - Go West on Charleston... There's a spot where you can walk trails and there's a place called BonnieSprings where you can pet animals and ride horses and watch old west playacting.
Valley of Fire - Nice place to visit too. Note: if you get off the path, please bring a compass since the place is soo rocky you can lose your way quite easily.
Lake Mead - Still a good place for watersports... Who knows, you may even see some mountain goats. Feed the carp at the Las Vegas Boat Harbor - eye popping number of fish begging for food.
Lake Las Vegas - about 5 miles before Lake Mead on Lake Mead Road (road not blvd - we have both). This is where the rich play. Artificial lake and golf course included. Restaurants there are very plush.
Primm, Nevada is about 30-45 minutes away going south on I-15. There you'll find a pretty scary rollercoaster and a huge outlet mall.

The Cirque du Soliel at the Mirage Hotel. Beatles reworked music to fantastic lights, acrobats, jugglers, street artists of all sorts. Don't miss it (expensive though)
Also the dancing fountains, in fact, everything in Vegas is jaw dropping!

Make a reservation at the Stratosphere tower restaurant. You will need to book in advance and you must wear long pants (no shorts) or they won't let you in. You can see forever and when you are done (probably best before) with your meal, ride the roller coaster at the very top of the tower. Now that is a kick in the as*. !!

The Grand Canyon - by plane - is an awesome day out.
If that's a bit beyind the budget, I recommend the fountains outside the Belagio - they are free and go off every 30 minutes.

DONT ASK EVERYTHING IS FABULOUS DO IT ALL IF YOUR BUDGET ALLOWS AND ALL MEALS ARE STILL QUITE CHEAP IN YOUR HOTEL BUT I REMEMBER THE DAYS WHEN BREAKFAST AS MUCH AS YOU WANTED OF ANYTHING YOU COULD THINK OFF 99CENTS LUNCH AGAIN EVERYTHING 1.99 AND DINNER AT NIGHT 2.99 YOU HAVE A MARVELLOUS TIME THERE AND COPTER TO G/C AND HOOVER DAM
