It's definitely the master cylinder.

I think your problem may either be a leak in the brake system or air bubbles in the brake lines. If the fluid level is not dropping, then it is probably not a leak. If it is air, you would have to bleed the brake system, which is not hard but usually requires two people and simple items like wrench, clear plastic bottle or cup, and piece of hose that tightly fits onto bleeder valve. Remember that bleeder valves are often frozen so spray it with lube ahead of time and use the correct size socket as not to round the valve off. Also, if no work was done to the brakes recently, then a leak may be allowing air in and the problem must be addressed. good luck.

Generally, if your brake fluid level is changed at the same time as your pads and all that, you will need to take your car in again when your fluid is below the proper level. That obviously isn't the case for you, but I would take it in. It could mean you have a problem with air pressure from the brake pedal to the brakes, or it could just mean you need new brakes.

This could be a leak in the system, or just a pressure variation in the pump itself. Also make sure there are no air bubbles in the line with a brake bleeding kit. Or you can also take it to a mechanic to spend more money rather than doing it yourself. One more thing...check the clearance between the brake pads and the rotors/drums.

You might have air in your brake line. Since it is a hydraulic system, any air in the line will compress when you brake, but since it compresses, the fluid won't move, and braking won't occur.

If this is the case you need to bleed you brake line to get the air out. If that sounds complicated, take it to a mechanic.

You have air in your lines. Get it fixed immediately. Do not just bleed the air out of the lines; something caused the problem and needs to be fixed. It is likely the master cylinder, or possibly one or more of the wheel cylinders. Please get it fixed now, as it could be very dangerous to drive in this condition.

It is the master cylinder. The valves inside go bad and to the floor it goes. Not hard to do yourself if you can do that kind of stuff.
