Because they don't give a rats rear.
They need to have something like volunteer community moderators to help cut down this sort of bull. Have initial abuse reports go to them to actually be read by a real person. Then they pass on the real violations to a yahoo rep. If someone turns in false ones they get 20 points taken away or suspended for a day.
