Also the ICC World Cup
was first played in 1975 ,then 1979,then 1983
,then 1987,and then in 1992 AFTER A 5 YEAR GAP
then in 1996 ,1999 AFTER A 3 YEAR GAP ,then 2003 ,2007.So may be it was to compensate for the 5 yr
gap between 1987 and 1999 WCs

The International Cricket Council (ICC) organizes the Cricket World Cup every four years. The series, which sees participation from all the test playing, and some non-test playing cricketing nations, is a limited overs tournament. Introduced in 1975, there have been nine Cricket World Cups so far, with the tenth one coming up soon in 2007. The World Cup is held at an interval of four years. However an exception was seen in 1992 when it was held after an interval of five years. To compensate for this, the 1999 World Cup was held at a gap of just three years.

if you notice the olympics, football world cup and cricket world cup are all on different years in 4 year cycles so they dont compete. the olympics had the year 2000, football 1998, cricket 1999

The ICC want to conduct the last world cup of the centuary.So they did it in 1999 rather than in 2000

After 1987 world cup in India , next world cup was scheduled in 1991 in australia/new Zealand . But as due to miss management by australian and new zealand board world cup got delayed by 1 year thus happend in 1992 and since immediate actions were not taken to rectify the next world cup, it happened in 1996 in India.
But in 1999 this delay was rectified and worldcup was preponed by 1 year

The main reason is
the committee wanna play out last WC of the century
so if they played in 2000 they loses one WC for 20th century
that's y they preferred to play out in 1999
