Clarence Thomas is a conservative Supreme Court justice, and the only African American that sits on this high court. He was made most famous during his nomination hearings that he sexually harassed an aide named Anita Hill before his confirmation.

I can't recall any episodes where that has happened (the audience laughing)..but I am assuming that since Uncle Phil is a lawyer aspiring to be a judge, it may have something to do with that. Or if in relation to Carlton...the laughter may be because of how conservative his character is.
