Friesian-
One of the outstanding characteristics of the Friesian horse is its very long mane and tail. These are never cut and often reach the ground. The breed also has abundant feather and long leg hair reaching from the middle of the leg. The color is always black, and only a white star in the forehead is permissible. The head of the Friesian is carried quite high and the face is expressive. The neck is carried rather vertically and is low-set. The legs and quarters are muscular yet smooth. It stands at 15 hands and has an excellent disposition.

There are normally two breeds that people associate being all black with wavy mane and tails-

Friesian and Percheron's

Although a lot of other breeds of horses can have all black horses with long wavy mane and tails.

If it looks like it is part draft breed, it is most definitely a Friesian. They only come in black and their manes and tails are to DIE for! If it looks like a sporthorse, it is probably an Andalusian or a Lusitano (sp?). They come in all colors but black is popular for the Andies.

andalusians have wavy manes and tails though only about 5% of the horses are black. Arabians have a smaller face and sometimes have wavy hair.

You could be referring to "Gypsy" horses. They're a smaller breed that have some of the characteristics of draft horses for pulling gypsy wagons. They're usually black and white and have tons of wavy hair both at mane, tail, and fetlocks.

Without more detailed info I would say it would be a friesian or an andalucian, maybe even a lutsitano

If it is the ones with the feathers on their legs then the breed is Fresian.
