2.)They often ask people that could care less about anybody's problems (they'll ask Anybody&Everybody for help)

3.)they do it so much that...theyre a Nuisance

4.)in their help-seeking mission,...they actually expect people to just Sacrafice their Time&energy and to just Stop what theyre doing,...just to help them!

Check out the suggestion from millstone.
Children act like this and do so because they perceive the world as centered around themselves.
If the person you are asking about is not a child, then this is the behavior of an immature, attention-seeking and ego-centric adult.
Some people choose this attitude and others do indeed suffer from some form of ADHD or some mild to moderate retardation.
You have to find the cause, first.
In the meantime, tolerance and compassion will lessen your negative reaction.

This sounds like my two sons!... They were diagnosed with ADHD / ADD... If this person would be willing to take a test "out of the blue" from you, go to the website www.amenclinic.com It has a test to find out IF you are ADD. If you are it will lead you to another test (multple chioce on both tests) to tell you WHAT type of ADD it is. It can save you about $120.00 to go to a psychologist office to do the same thing. If positive then print the test results out and get them to go to thier family practioner or a good psychologist... Good Luck!... BTW... This disorder does not mean that you are "hyper" so to speak. I am a 43 year old female and I just found out 2 years ago that I was. Mine was mostly "thoughts" racing horribly in my mind that I could not "concentrate" or "focus" to get anything done. I also had anxiety attacks and panic disorder. Since I have been on meds I am more "self-reliant" and no longer suffer from anxiety and panic...

loneliness...all of us know the co worker that really has no outside life and is so truly pathetically needy for attention that the trap you in jibber babble and do lame things like announce that they are leaving the room....if anyone cares.poor pity pot them. But it earns good karma to ration out your audience...a little sympathy goes along way to reduce the sickening behavior for all that must be in proximity of them....just thank your stars it ain't you.
