Hi, I wasn't circumcised and when I was younger the head of my penis was always sensitive, even to the slightest touch. I am 19 now and I noticed that ever since my teen years, the head of my penis has dried out (i think it's because my penis outgrew the foreskin so the head stopped being "protected"), so now if i touch the head, it feels no different as if i were touching the shaft. Basically, I have the sensitivity (or lack of) of a circumcised man. What can I do to recover it? stop masturbating?

make sure the foreskin covers the penis as much as possible. The glans has developed a layer of keratin - an insensitive material - as a protection. If you keep the glans properly covered, then over time the keratin will go away, and the nerve endings will be nearer the surface again.
However, you should expect some reduction in sensitivity as you move out of your teen years. That's to do with changes in hormone levels.
Also use a good water-based lubricant when masturbating, to keep the glans moist.

Well, as long as you still have your foreskin, the sensations will still be good as there are lots of nerves in the foreskin itself. But since your foreskin doesn't cover the penis head, even when not erect it seems, the head will become a bit desensitized.
If you masturbate less, it will feel better when you do, but that has little to do with sensitivity. You could try pulling your foreskin to cover the head more, and over time it'll stretch so it becomes easier. But this takes time, and you can search foreskin restoration online for more ideas (which isn't restoration in your case, but the same idea applies to a degree). You could use a little bit of lotion on the head of your penis to keep it soft better, but other than these ideas above, there isn't much you can do.

Well as you are blessed to have a foreskin (im circed, urggh). you could try slowly stretching the foreskin to cover the penis head when flaccid. Once the penis head is covered, it will relubricate and become sensitive again. Circumised men use the same technique to "regrow" their foreskin. There are websites which have these techniques
Believe me, I understand about the sensitivity issue, and its great to hear from an uncirced male, who is still intact but can relate the experience of having an uncircumised penis head and a "circumised" penis head.
My own penis head is as sensitive as a finger nail( I did an unsighted sensitivity and comparison test with my last partner). I feel nothing inside a woman. You are so lucky to still have your functioning foreskin to at least stretch it over the penis head if you so wish

You're right!
One of the side effect of the circumcision is the lost of the sensitivity. Unluckily there's nothing to do now because it's impossible to restore the original (young) situation. Besides masturbation gets nothing to do with sensitivity!
