I heard there was some regulation on transportation of meat within a city or state.
Fish was exempt from this regulation so that any vehicle carrying fish was also exempt. To make it easier the marking of vehicles was begun. Hence the FISH label.

jBecause these trailers are refrigerated, they are used to carry refrigerated products, such as frozen fish, meat, and dairy products, they just want the public to know these trailers, use refrigeration equipment that is toxic in case of an accident!!
