Don't wanna fail the test further on down the road as I want the tip to remain on permanently.

The tip is likely only a cosmetic part. Only a change in the actual exhaust system will change the emissions that come out the tail pipe.

The exhaust tip is just that, a dress up for the tail pipe. as long as the exhaust system was not modified, the exhaust tip will have no effect on passing emissions testing.

Purely a cosmetic piece.

Tips shouldn't do anything to change emmisions. (unless the tip is smaller than the existing exhaust tube.)

Not a bit because it won't restrict the flow of exhaust gases.

no the polution control is all done much farther up in the system.
dont put a new end on the exit if that is going to make it make more noise.

No. They don't even test through your tailpipe anymore. They just hook a computer to your car computer and read its information.
