You are only at a level 1. As you move up the levels, you are allowed more action! If you click on that little blue question mark in your profile box, it will show you all action for all levels.

Because you are at level 1. Once you gain more points you can ask more questions. However asking questions depletes your points, so you probably don't want to ask 20 a day.

because your only at level one and not at 2. once u get to 2 u will be ask 40 questions a day.

Because they want you to move up, not down.
Besides, you can always ask more, just e-mail the people who answer most of your 20 questions the other questions and see if they reply.

Work your way up in points. When you get unlimited questions you can't think of things to ask.
