I am starting a website about UK television programs and channels and would like to be able to capture screenshots of them. Could anyone guide me as to what the legal side is??? It would be a pain to have to go to every channel i wanted (many) and ask all of their permissions

The best way to find out is to go the the law that gives them copyright jurisdiction, if they have Anny. My guess is that it is public domain all you have to do is give the producer the credit for the performance.

I'm afraid it would be a breach of the Copyright, Designs and Patents Act 1988. The most legit way of doing it would be to contact each channel and ask for their permission. I know it's a pain, but it may stop them from taking you to court. Especially if it's a website that you're likely to profit out of.
