There's no need for anxiety, with 1.60 and 42 kg your friend is just at the lower edge for normal weight according to the Body Mass Index.
Furthermore, as long as your friend is growing, he "risks" quick gains of weight, that can be just as difficult to be explained as his not gaining weight now. One reason can be changing of hormones.

only eat junk foods, like Oreo's and Milk and make sure you never skip on eating the fat off the bacon and steaks. I think he should take up playing a video game like World of Warcraft so that he doesn't do any activity that could be considered exercise. Don't eat too many fruits and vegetables, they waste space in your stomach and eat lots of breads, peanuts, and candy.

Playing sports causes his body to burn more fat and thus prevent him from gaining weight. Metabolism slows down around age 21. He needs to eat more healthy food to keep that figure. It won't last forever.

Some people just can not gain weight, because of their genetics. Start small. Things high in calories and fat, and no exercise. Don't do it all at once, because the affects could be very bad. If anything, you can let him do it on his own.

Maybe his metabolism is just high. he could eat right before bed so his body isn't active after eating. or maybe he has a tateworm so if nothing works he could go see a doctor.
