This happens world over. Unfortunately for us all. I was brought up to dress properly before leaving the house, and still do so. I live in the USA, and it happens here constantly.
I have casual clothing which is just as easy to deal with as pajamas; so I don't see why sloppiness in public became acceptable.
I have seen lots of boys and men as well dressed in this manner. It blends right into the no respect for self or others that is too prevalent in todays' world.
It is especially uncomfortable when some of these people, males and females have on pjs that make it quite obvious that they are not wearing any underwear. Yuck.
Men and women talk a lot about being treated with respect, and then they choose to dress or not dress; as the case may be. I find it difficult to hold a conversation with anyone out in public when they are in pjs.
I have worked in customer service situations before and have had to force my way through waiting on people dressed in this way. I think that I have deserved undue stress pay after these incidences.
I can understand that emergency situations may happen, but lounging around in pjs should be for home time only.

I don't know about the UK, I live in the US... and I live in a college town. The ratio of pajamas to regular clothes isn't representative of other towns and cities within the US, but I can tell you it's super high on college campuses and surrounding areas.
When you have an 8am class and you wake up at 7:50, there just isn't time to change out of your pajamas...

It's purely a Liverpool thing, as far as I know.
And it's not just the last couple of years - I've seen it for much longer than that.

early morning here in bradford women can be found running to the paper shop with their coats over their pyjamas or sometimes to the all night garage for cigarettes

saw that myself when we were out buying a car. There she was
walking around the showroom. At least you can always be assured you look much better than they do. The only heads they'll turn are the critical ones. She did manage to put her shoes on instead of slippers though.

Thankfully its warmer down South, and in St Albans the women sleep only in their underwear.
I therefore wholeheartedly support this trend in multi-purpose daywear/nightwear.

It happens in ever town where there is scousers living. My neighbour is one and she does her gardening in her pyjamas. I thought it was because in liverpool their washing gets stolen of their washing lines.
