If you're really short on cash, go to a consignment store in an affluent neighborhood in your city. If you find a dress that makes you feel really good, get the courage to approach the cashier with a quiet but confident voice, look him/her in the eye and and kindly ask if they'd could consider marking it down a little further, you may be able to save an additional $5-20 dollars off the ticketed price. You may need to consider visiting a seamstress to make an adjustment or two. (It's easy enough to take something in, or add a well placed dart. However, if you need something taken out, make sure there is material to spare along the stitch lines.) In the end, it'll still cost way less for a very nice dress. Then you can indulge in shoes and accessories if needed.
For you body shape, if you feel a bit heavy, I would suggest a light to medium weight fabric with a medium size print, Or...an empire waistline.
The empire waistline works well when woman wishes to focus attention higher up. For small-busted females, the empire looks great when the bodice has more texture or trim than the skirt. Petite women have also enjoyed this waistline because it gives the impression of increased height. Those with a thicker waist have enjoyed it as well because of the way it de-emphasizes that area. In fact, a curved empire line, one that dips down to the small of the back on both sides, can provide more slimming curves through the waist.
You're young so you should have fun with color and look for a nice rich jewel tone like emerald green or sapphire blue. Other great colors for natural redheads include classic neutral colors like a cream, navy or black. Nothing to drab though...you're young!

I always hit discount stores like Ross, Marshalls, and Burlington Coat Factory. You can get some nice dresses for great prices. I hit those stores when ever I needed a gown for proms and other big dances.
