There is a Scottish comedy programme called "Chewin the Fat" - they had a sketch where people would avenge the hardships of animals like horses, cows, fish etc by pouncing on farmers or fishermen yelling "MON (C'mon!) THE HORSES/COOS/FISHES" meaning they were supporting the animal in question.

It is funny but you kind of have to see it and not read it for it to work.

So basically what your mate saying "Mon the Fratellis!" means he likes the band.

The only "fratellis" I can think of are the Fratelli brothers from the movie Goonies! And I only know that because my 4 year old recites that movie all the time! She's obsessed!
