It's relative.
If you are playing by yourself it is not necessary to be in perfect tune. Just practice on your technique and tempo.
If you are playing with a cd or tape (to learn a song) tune to the source. It might be higher or lower than absolute perfect tune.
If you are playing with other musicians, you all need to be in tune.
the acoustic instruments (like piano) will determine the reference.
Use a good electronic tuner.(under $20) that you can plug into directly.
If you are new to playing the instrument...concentrate on "feeling" the rhythm of the song and work closely with the drum beats.
Once your bass is accurately tuned...it should last at least a few hours for a novice player. High humidity, and your style of play will effect the tuning. If you snap the strings, you'll tune frequently.
If you play a "gig" you will tune as often as necessary to stay in tune. Sometimes...even during a song.

This will sound silly, but you should tune it every time you notice it out of tune. It it goes out of tune while you play it, then tune it again (only if you are practicing) If it goes out of tune too much, or during a preformance then you should think about getting another bass.

Any time it is out of tune. I usually tune mine several times while breaking in new strings and then once or twice while playin with myself and after every set or song when jamming.

You should check your tuning about once every 30 minutes and tune it if necessary.

as often as you need. if you know it's waaaaay off key, tune it!
always tune it if you're in drop d.
constantly tune your e's and drop d's, b/c they tend to be the ones to change the most

Ummm,,when it becomes untuned.Also you will need to tune more often with new strings as they are still stretching.

whenever it is out of tune... my fender p bass has stayed in perfect tune for over a year, stored in its case...with consistant humidity and temp....
