Try mixing one tablespoon of cyanne pepper in a spray bottle with 16 oz. of water and shake well. Spray the plants with this and most pests will leave and dogs will not pee on them either. It is safe and needs to be done after a good rain.

Rhubarb leavws are highly toxic. We use the leaves cooked with water, left to cool and then sprayed on bugs of all kinds. It is a very good killer but quite harmless to the plants.

They only way thats worked for me is to hand pick off the red adults and drop them in a jam jar with water in it. Endless task but i've tried various sprays without success.
